workout plan for toning?

I'm 15 and I'm about 5'2 and about 105 lbs or something. I do not want to lose some weight, I just I want my abs tone thighs and butt. and I have absoloutly no muscle in my arms and I hope that i kinda need .. I want a routine for building muscle. reallyyyy oo and I want to avoid looking buff. creeps out when women look at me as super strong. just a toned body and some muscles in the arms of support when they fall.
