Muscle Building Upper Arm Workouts

Workout question, how many times a day?
I have some questions about upper body exercises. Better training for one hour per day during afternoon, or two hours daily divided between morning and night? (I ask because someone told me you have to let your muscles heal after working out) It is better to do 50 lifts with a bar of 60 pounds, or 100 with 30 pounds? Furthermore, there is a best time of day of training? As before bedtime or something? I'm focused mainly on the development arm muscle and upper body.
